Namsai police nabs extortionist

ITANAGAR, Nov 07: Namsai Police arrested an extortionist identified as Ranjit Gogoi of Namsai and recovered Rs.1 lakh from his possession yesterday.

A team of Namsai police under the supervision of Lohit SP Tumme Amo and Namsai SDPO K Padu laid a trap immediately after receiving the complaint of extortion threat by miscreant demanding Rs. One Lakh over telephone from a Namsai based business firm, which led to arrest of the extortionist.

A case has been registered against the extortionist at Namsai PS (Case No. 174/13 ) under section 384 IPC.

 

NES clarifies on eviction drive

RUKSIN, Nov 07: Reacting to a news item on eviction drive at Nari town published in this daily recently, the Nari Elite Society (NES), a newly constituted NGO, clarified that it didn’t conduct any eviction drive at Nari Township as alleged by All Arunachal Pradesh Workers Union (AAPWU).

While flatly denying the allegation, NES president Ibom Bomjen said that they did not demolish any residential house or make any government servant homeless. The NES has termed the move of the labour union as conspiracy against the NGO for which the union leaders should seek unconditional apology for their baseless allegation.

“The NES members had only urged those Govt. officials, who had been rearing domestic animals, to keep the cow-sheds and pig sties clean in order to maintain hygienic atmosphere in the area.

It may be recalled that AAPWU lodged a complaint with Nari ADC and East Siang Deputy Commissioner against NES for allegedly conducting unlawful eviction drive at Nari Township and demolishing temporary residential quarters on October 5 last.

 

Vivekananda Ratha arrives today

ITANAGAR, Nov 07: The Swami Vivekananda Ratha Yatra, being organized by the Uttar Purbanchal Ramakrishna Vivekananda Bhava Prachar Parishad in association with Ramakrishna Math and Mission centers in the North East to commemorate the 150th birth anniversary of Swami Vive­kananda, is arriving in Itanagar tomorrow.

Accordingly, a public meeting is being organized at the helipad of RK Mission Hospital on November 9, from 9 am onwards. The prime aim of organizing this Ratha (motorized char­iot) Yatra is to spread the teach­ing's of Swami Vivekananda.

 

In-service teachers training held

ITANAGAR, Nov 07: The in-service teachers training conducted by SSA District Mission for teachers of Papum Pare to enhance their teaching capacity, update knowledge and teaching efficiency concluded at Sagalee on November one.

The teachers were imparted training on innovative teaching methods covering all subjects, especially Science, Mathematics, language during the nearly five-month-long training. The teachers were also trained on continuous and comprehensive evaluation system.

The training covered all the teachers from block and clusters levels.

The training was imparted as per the module developed by the SCERT and SSA Rajya Mission, Itanagar.

 

Takkar House adjudged overall champion

ITANAGAR, Nov 07: Takkar House was adjudged overall Champion in the IVth College Day celebration of Government College, Seppa.

Tadu Tallang was declared as the best athlete while Ganesh Kamsa of BA first year won the best literary award.

Jyoti Taku and Arjun Pordung were adjudged Miss and Mr College, 2013 respectively. Memi Gyadi, BA third year, was awarded for highest attendance in class for the session 2013-14. In singing and dancing competitions, Mekum Tok and Mini Pordung were declared Best Singer and Best Dancer respectively. Hopo Dolo got the ‘Best Worker’ trophy.   

The closing ceremony yesterday was attended by Superintendent of Police A Tamut, who urged the teachers to help mould student’s future and make them fit for successfully face any challenges in life in future. He said, “Students are like vessels in the sea and the teachers are the rudders to show the direction to reach the proper destination.”  

Chayangtajo ADC incharge Dahey Sangno in his brief speech explained the true meaning of education. He said that just having degrees does not make one life complete.

“Education is the manifestation of perfection already in man,” he quoted Swami Vivekananda’s famous saying.

Later, Tamut and Sangno distributed prizes to the winners of various competitions.  

 

Bandh passes off peacefully

ITANAGAR, Nov 07: The 24 hours bandh called by All Pakke-Kessang Pijeriang Dissing Passo Seijosa Students Union (APPDSSU) in its area on Tuesday in protest against non-fulfillment of various demands passed off peacefully, claimed the Union in a release.

The union has been demanding for immediate deletion of bogus voters from voters’ list of Pakke Kessang Assembly Constituency, especially those which were included during summery revision of electoral rolls on October 24, conduct of fresh hearing and immediate declaration of permanent site for Seijosa ADC headquarters.

Other demands included, refund of money allegedly collected by ADC Seijosa as LPC fees from various applicants,  posting of circle officer at Dissing Passo, stop transfer and posting of teachers and other govt officials on pick and choose basis etc.

 

Chayang Tajo ZPM demands for mobile phone service

ITANAGAR, Nov 07:  Chayang Tajo Zilla Parishad Member Lama Bagang, on behalf of the people of the area, has demanded the BSNL authority to immediately provide mobile phone service at Chayang Tajo ADC headquarters.

The chairperson in a release claimed that the BSNL mobile tower at Damdila Tajo under the ADC headquarters has been lying defunct since its installation in 2011.  

While describing the hardship faced by the people of the interior area due to non-availability of mobile phone service, the chairperson urged the GM, BSNL to immediately activate the mobile tower at Damdila Tajo failing which the people have threatened to launch democratic movement.

The ZPM claimed that the BSNL GM in August had assured to fulfill the demand.

 

AAPLU memo to PCCF

ITANAGAR, Nov 07: All Arunachal Pradesh Labour Union (AAPLU) in a memorandum has demanded the Principal Chief Conservator Forest (PCCF) to conduct departmental promotion committee (DPC) meeting for promotion and regularization of all the deserving contingency/casual staff serving in the Department for many years.

AAPLU memorandum claimed that many deserving and senior-most contingency/casual staff have been languishing in the same post for more than 15-20 years depriving them from their legal right of promotion. Since the Government has approved 25% reservation for contingency staff, who have been working dedicatedly for more than 30-40 years in a department, the Department should regularize the service of those senior-most, experienced contingency staff, the memorandum said.

It also urged the PCCF to allow representative of the Union in DPC meeting.

 

ABK condemns assault on Govt. officer

ITANAGAR, Nov 07: The Adi Baane Kebang (ABK) condemned the reported assault on Dr Rajen Perme, Deputy Director of Animal Husbandry & Veterinary, at his official residence inside the Regional Sheep Breeding Farm (RSBF) campus at Sangti, Dirang in West Kameng district allegedly by three persons, including one Tashi, UDC attached to RSBF, and two panchayat leaders with sharp edged weapons on October 31 last without any valid reason, and demanded stringent action against the ‘culprits’ involved.

Viewing seriously the “brutal” attempt on the officer, the ABK appealed to the law enforcing authority to award exemplary punishment to the culprits.

It, however, said it is learnt that the accused were bailed out immediately till the victim was undergoing first aid treatment, which is disheartening to every govt employee. It strongly appealed to the law enforcing authority to re-arrest them to deliver ‘justice’ to the victim.

 

Child and Lok Adalat at Yingkiong

YINGKIONG, Nov 07: Juvenile Justice Board, Upper Siang District conducted a Child Adalat at Yingkiong yesterday.

Three out of the four cases taken were disposed of in the child Adalat. The juvenile were imposed fine of Rs 3000 each and asked them to perform community service.

Tapik Pertin, Principal Magistrate, Omiyang Boli Member JJB and Apang Jongkey, Member, JJB attended the Child Adalat (meeting).

Further, the District Legal Service Authority conducted a Lok Adalat in the court premises of the office of the Deputy Commissioner here today.

The four-member Lok Adalat headed by DC Liyon Borang disposed of four civil and criminal cases and Rs. 56,500 was realized in the form of penalty from the offenders. The cases were resolved on the basis of mutual agreement. DIPRO

 

AACWA bandh declared illegal

ITANAGAR, Nov 7: The District Magistrate (DM), Itanagar Capital Complex Under Section 144 CrPC has declared the 12-hr dawn to dusk Capital Bandh called by All Arunachal Contractor’s Welfare Association (AACWA) on November 11 illegal.

The DM also directed bandh callers to abstain from any act that may affect normal life.

The DM has directed the Itanagar SP to take all necessary steps to prevent the bandh called on November 11. He instructed that action must be taken against anyone who is found violating the law.

 

RGU convocation

ITANAGAR, Nov 07: Rajiv Gandhi University (RGU) will hold its XII Convocation on November 30.

President Pranab Mukherjee will be the chief guest of the programme and deliver the convocation address.

Mechuka Adventure Fest begins with a bang  

 

MECHUKHA, Nov 07:  Chief Minister Nabam Tuki declared Adventure at Mechuka open to the thunderous applause of the huge gathering marking the beginning of the three-day maiden Tourism Adventure Festival here today.

Addressing a huge gathering of revelers and tourists, Tuki said  Terming Mechukha a unparallel and unmatchable picturesque valley also known as ‘land of medicinal ice water’, the CM highlighted the state’s importance recorded in mythology besides the unspoiled nature that has made it as ‘the Paradise Unexplored’, the most sought after destination of the world. With such diversity not only in its geography but also in our way of life- it has a lot to offer to any tourist visiting this part of the country, he reasoned.

With 11 approved tourist circuit in place, we offer travel destination routes to our esteemed visitors. Each circuit is complete within itself. Chose from the five distinct fields of interest viz. Culture, Adventure, Nature, Heritage and Art & Craft, he said, adding that “My government has attached top most priority to promotion of the tourism sector, the only sector which could generate massive self employment avenues while enriching the state exchequer”.

The CM pointed out that the GoAP under tourism policy envisages PPP for investment in tourism sector, including resorts, star hotels, budget hotels and guest houses with the GoAP to provide land on long term lease basis allowing private sector to come up with design-build-own-operate models on a revenue sharing basis with the GoAP besides in transportation, sight-seeing, food and beverages sectors.

Later, he also informed the gathering about the Chief Minister’s Health Insurance Scheme which would offer insurance coverage of Rs. 2 Lakh to the poor families.

The CM, who inspected the advanced landing ground earlier, said that air service in this land-locked state would improve drastically with the operationalisation of seven airfields being upgraded by the Indian Air Force.  While appreciating the hospitable local people whose positive attitude had resulted in flow of tourists to this far off land against all odds, the CM urged the media persons to play proactive role as ambassadors to promote tourism sector.

The chief minister has given special thrust to tourism sector and had introduced Mukhyamantri Paryatan Bikash Yojna with Rs 2 crore last year and has sanctioned Rs 5 crore this year for its success in providing subsidized tourist cabs to generate employment, said   Tourism Minister Pema Khandu.

Mechukha is unique for its tourism potential and would draw global tourists in increasing number soon, he said adding that private investment in developing good hotels and restaurants is essential to meet the demand as the tourism department alone cannot meet the demand. He also assured all possible support for the expansion of tourism in Mechukha besides directing the DC to send proposals for creation of Ramo circle and Mechukha as a separate district which was a demand of the masses.

Tribals are known for their peace loving nature and hospitality which is also precondition for the growth of tourism, said Lok Sabha member Takam Sanjoy, adding “We may be Memba, Ramo, Palibo, Bokar and Tagin but our unity is our strength as reflected by the fusion dance of the young girls”.

It is time to rise to the occasion as Prime Minister Manmohan Singh has sanctioned the double-lane Trans-Arunachal Highway that would link Mechukha and serve as a harbinger for speedy growth, he said, adding Alo-Kaying-Tato portion has been sanctioned. “Extend all possible help instead of creating hindrance in your own interest,” he pleaded.

Assuring for a BSNL tower at Tato and hoped the CM would consider the demand for district, the MP added.  

There should be a tourism festival every year at Mechukha as was desired by the CM during Lossar festival to popularizing the place with huge tourism potentials, said Tourism Parliamentary Secretary P D Sona.

He exhorted the locals to extend hospitality to the visitors with love for the growth of tourism sector.

Sona while urging the CM to fulfill the people’s demand to make Mechukha a separate district said that the district HQ Aalo is about 190 km away from here. An independent district would expedite the socio-economic development of the people along with creation of Ramo circle, he added.

Pleasant wind sang the song of nature as the CM along with Lok Sabha member Takam Sanjoy took a boat ride in Yargyap Chu flowing nearing the venue and visited various stalls showcasing traditional dresses, attires, art and crafts besides local cuisines.  

Earlier, the CM, after arriving with the MP and tourism secretary Sonam Chombey, inspected the festival ground along with Tourism Minister Pema Khandu and Tourism Parliamentary Secretary P D Sona West Siang Manoj Sahu, SP Mari Riba, Mechukha ADC Ravi Dhawan, enjoyed the river crossing, tried his hand at trap shooting besides watching the para gliders taking off from the hillock with keen interest.

The CM also inaugurated convention hall of the tourism department, funded by the union tourism ministry under the Meeting Incentives Convention & Exhibition (MICE) tourism schemes and built at a cost of Rs 332.64 lakh. The infrastructure included a 60-seater conference hall, 30-seater board room, pool/bar room, two suits, office room, kitchen and dinning hall.

The CM team also inspected the community health centre and interacted with the three medical officers to get feed backs on the problems confronted by them and the common diseases of the locals, namely respiratory problem, Hepatitis-B, stomach and liver cancer.

As the CHC records about eight delivery monthly and 20 patients daily, there should a plan for a 50-beded hospital, the CM said, adding that he has directed to conduct survey on common diseases in different parts of the state and their remedies.

Sona, who is the local MLA, informed that considering the growing need for better health delivery system, few medical equipments were procured with border area development fund but the attempt get fund NRHM for the building is yet to materialize though Rs 80 lakh has been earmarked for its renovation.

 

 

High Level Committee recommends reformation of Civil Administration

ITANAGAR, Nov 07: The new High Level Committee constituted by the state government to look into various demands of the APCS Officers’ Association has recommended reformation of the civil administration to bring a modem look into the present set up as well as for quality and effective administration and delivery system.

“After comprehensive deliberation, study and examination of relevant practices in other States, like Assam, Mizoram and Nagaland Civil Services and also prevalent acts and regulations at the state level, the Committee recommends for reformation in Civil Administration to bring modem outlook into present civil administration as well as for quality and effective administration and delivery system,” the Committee said in its recommendation letter.

The Committee held series of meetings on July 1, August 23, September 6, October 4 and 31 this year under the Chairmanship of Tape Bagra, Chairman of the High Level Committee, to study and examine the various demands placed by the APCS Officers’ Association on different occasions.

The Arunachal Pradesh Civil Officers’ Association (APCSOA) has time and again given various representations for addressing their issues including demands for administrative changes/reformation in view of changing scenario as well as changes coming up due modernization, to cop up with present situation and to ensure good governance and the effective delivery system in administrative business at all levels, it said.

The other recommendations included, op-gradation/identification of 10 posts  as Additional Secretary, Secretary and Commissioner and Secretary to Govt,  streamlining of APCS Grade Posts vis-a-vis change of nomenclature at different grades of APCS (at par with Assam, Nagaland & Mizoram Civil Services etc.), streamlining of Lateral Entry to SCS, provision of Triennial Cadre Review etc. “The recommendations will certainly bring changes in State Civil Administration and will also fulfill the genuine aspiration of serving state civil servants of the state and will provide good governance down the line up to the expectation of the general mass,” it added.  

 

 

Traders fined for violating Legal Metrology Act

PASIGHAT, Nov 07: Continuing its drive against use of non-standard weighing and measuring instruments and violation of Packaged Commodities Rules, the Assistant Controller of Legal Metrology Department (LMD), Pasighat, KP Tago along with Inspector Amrit Taba conducted raids in Pasighat market areas recently and seized numbers of illegal weighting and measuring instruments and also crockery items worth Rs 20,000 from six shops under provision of Legal Metrology (Packaged Commodities) Rules, 2011.

The labels of the seized crockery items found in packaged form during the raids were either tempered with or the prices printed erased or used additional price stickers in place of the original ones to sell those items at higher prices. The dishonest businessmen were penalized Rs. 2000 each for violating various rules under Legal Metrology Act.

The assistant controller cautioned that one can be fined upto Rs 10,000 for using unverified weighing and measuring instruments in first offence, while for subsequent offences; he/she may be imprisoned for one year and/or with fine.

Meanwhile, East Siang Deputy Commissioner Nidhi Srivastava while appreciating the efforts of the department said that periodical verification of every weighing and measuring instruments is mandatory under Legal Metrology Act and businessmen have to produce their certificates of verification as proof of accuracy during departmental inspections.

She felt ‘Jago Grahak Jago’ campaign launched by Union ministry for consumer affairs, seems to be having very little effect as people still fall victim to the marketing tactics and buy counterfeit items. Question of written statement went missing does not arise: JMFC

ITANAGAR, Nov 07: Reacting to the news item published in this daily regarding allegation leveled by RTI activist Payi Gyadi charging Judicial Magistrate First Class Talo Potom of manipulating with statement of co-accused Rupam Wary of bomb planting case, today JMFC summoned Rupam Wary and took deposition.

Informing this JMFC Talo Potom in a letter to Chief Judicial Magistrate, Itanagar stated that, “It is to inform that the files and records are maintained in Judicial branch during the period in 2011 as regards to the case mentioned above and during the time of hearing, the case filed was put up for the recording of statement of the alleged accused U/s 164 Cr.PC. As you are aware of the fact that all the Magistrates are always busy in own official works and it is not possible to remember each and every case and, therefore, to clarify the statement in question, the accused person Mr. Rupam Wary was Summoned today at 1100 hours and I have taken the deposition.” Further he added, “Now, as the case stand, he has identified the CTC copy of the statements and he categorically submitted that the statement recorded in typed out copy is correct and it was to be replaced by the hand written statement. Therefore, the question of missing hand written statement does not arise at this point of time.”

 

 

UD Minister for quick utilization of fund

ITANAGAR, Nov 07: UD and Housing Minister Rajesh Tacho asked the District Urban Development Agencies (DUDAs) to immediately utilize the fund and submit UCs and audit report so that further installment of fund can be obtained from Centre under National Urban Livelihood Mission (NULM). Attending the 14th Governing Body Meeting of State Urban Development Agency in the Conference Hall of the Directorate of Urban Development and Housing yesterday,  Tacho informed that the SJSRY has been now replaced by National Urban Livelihood Mission (NULM).

Padi Richo, Parliamentary Secretary (UD) and Vice Chairman SUDA , called for organizing awareness programme on linking the  RSBY and JSBY to urban poor so that the huge expenditure on health sector could be saved and all the poor people can get health insurance.

Earlier, TabaTedir, Chief Engineer-cum-Director (UD), who also is Member Secretary (SUDA) made a PowerPoint presentation on action Taken Report of 13th Governing Body meeting and placed new  proposals, which the meeting approved.

The meeting also adopted a resolution to request the Central Government to cover all the urban centers of the State for coverage under NULM.

J Basar, Deputy Director-cum-PO (SJSRY) made a PowerPoint presentation on the salient features of NULM and apprised that the NULM will be run on mission mode for alleviation of poverty in Statutory Towns across the country.

 

 

Ashapani micro hydel project commissioned

ITANAGAR, Nov 07: The 2x30 kilo watt Ashapani micro hydel project has been commissioned in Chaglagam circle under remote Anjaw district of Arunachal Pradesh bordering China.

With the commissioning of the project recently, the long-awaited demand of the circle for total electrification of the remotest circle and its adjoining villages has been fulfilled, official sources said here today. Chaglagam was in news recently over the intrusion of Chinese troops across the Line of Control in August.

Meanwhile, the department has been working on another hydel project, 2x100 KW Kachopani project in the same circle which is expected to be completed by December, sources said.

Both the projects were funded under the Special Plan Assistance (SPA) of the Prime Minister?s package.

"Each and every household is lighted up despite its remoteness as the micro hydel, a dream project of the circle, has at last succeeded. Inaccessibility and tough topography caused immense hurdles and it was tough for us to make the project functional," informed P Tripathi, Assistant Engineer of the Department based at Chaglagam.

The district has tremendous scope for hydel power generation due to various perennial streams and rivers. So, the Hydro Power department has been making all-out efforts to harness their potentials at various pockets of the circles in the district in order to make Anjaw a ?power house? district in next few years, Tripathi said.

A switch yard needed to be constructed to connect the power grid to supply in the power deficit districts including Lohit, Dibang and Lower Dibang Valley, Changlang and Tirap, he added. PTI

 

 

BJP reviews security scenario

ITANAGAR, Nov 07: Bharatiya Janata Party (BJP)’s National Convenor, Security Cell, P Chandra Sekhar Rao in a meeting with party’s state unit office bearers here today reviewed the ‘external as well as internal security scenario” in respect of Arunachal Pradesh.

During the meeting, the National BJP convenor was briefed about the poor defence infrastructure along Indo-China border at Kibitoo, Chaklagam and Walong sectors in Anjaw district and the hardship faced by the defence personnel deployed there.

A BJP team led by Tagak undertook a tour to Lohit and Anjaw districts from October 19 to honour the soldiers who sacrificed their lives at Walong sector during the 1962 Indo-Sino war as part of the party's Sarhad to Pranam and Sahid Shradhanjali Yatra.

While addressing the meeting, the state BJP president lambasted the Congress led UPA Government at the Centre for failing to properly man the Indo-China border in Arunachal Pradesh even after 50 years of the India-China Indo War in 1962.

Tagak requested Chandra Sekhar to convey all the central leaderships of the party (BJP) of the grave situation and take up the matter with Central Government for developing infrastructure  along China border.

The state BJP president recently demanded the Centre to immediately construct an all weather defence road in Anjaw district of the state in view the threat perception from China, following the recent incursion at Plam Plam near Chaglagam on August 11.

He said that the Centre should immediately construct the 60 km stretch of road from Bomten village to the last border post at Chaglagam in Anjaw district to match infrastructure with China.

Meanwhile, Chandra Sekhar called upon the party leaders of the state to conduct such tour on regular basis to have first hand information on border related issues and problems so that it can be taken with Centre.

The meeting was attended by party General Secretary Dominic Tadar and Spokesperson Techi Necha.

The state office bearers meeting of the party was also held yesterday and discussed in length about the party’s poll preparedness and current political scenario in the state.

The meeting was presided over by Tagak and attended by National General Secretary Tapir Gao, General Secretaries Dominic Tadar, BR Wage and other senior leaders.

He also informed that the NAAC Peer team headed by Tripura University Vice Chancellor, Prof Arunodaya Shaha is visiting the college on November 18 to 20 for reaccreditation of the college.

General Secretary of the college read out the Annual Report and requested the Parliamentary Secretary and the ANSU Chief Coordinator to take up with the authorities concerned for early posting of teachers, especially in Geography and Hindi, the students accommodation and shifting of the college to its permanent site in the larger interest of development of the college.

 

 

 India, China trade through roads can reduce cost

BEIJING, Nov 07:  India and China should consider stepping up bilateral trade through Nathu La, the mountainous pass in the Himalayas and the road connecting India's northeast with Myanmar to reduce transportation cost so that the entire region can prosper, a Chinese daily said Thursday.

"In recent years, Beijing and New Delhi have been engaged in road projects near border regions, and have also made plans to build railways. Mutual suspicion will increase if the highways and railways cannot be connected between the two countries. But if the two can be connected, the entire region can prosper," Global Times said.

The daily praised the Border Defence Cooperation Agreement (BDCA) between India and China signed during Prime Minister Mannmohan Singh's visit here last month.

It marked an important step toward addressing the long term distrust in bilateral ties, an article tiled 'Good road make friendly neighbours' in the Global Times here said.

"If New Delhi and Beijing can strictly abide by the pact and conduct frequent dialogues between officials at different levels near the Line of Actual Control, there will be fewer chances of conflicts," it said.

The two nations can then begin considering how to make substantial progress that promotes business and trade in border areas and benefits the general public, it said.

Currently, China and India conduct their USD 66 billion bilateral trade mostly by sea.

A large bulk of Tibet's imports from and exports to India has to pass through the port of Tianjin and then be shipped to the harbour in Kolkotta.

"If the two countries can connect their highways via Nathu La, a mountain pass in the Himalayas, trading cost will drop enormously. Nathu La is located 460 kilometers from Lhasa, and there are several highways from this historical place to northern India, eastern Nepal and northern Bangladesh," it said.  The countries already trade through Nathu La located in Sikkim but on a limited scale.

The two sides had agreed to consider strengthening border trade through Nathu La Pass during Chinese Premier Li Keqiang's visit to India.

Agreements between New Delhi and Beijing limit trade across Nathula to 29 types of goods from India and 15 from the Chinese side after it was reopened in 2006. .

Another route, which extends about 500 kilometers, could connect Tengchong, Yunnan Province, to Ledo in northeastern India via Myitkyina in Myanmar, the daily said.

"Many businessmen from Myanmar have been transporting Chinese goods to India through this passage over recent years, and there are a variety of Chinese-made products in the markets across India-Myanmar border areas," it said.

"Interconnections between western China and northeastern India will not only benefit the two countries, but also be conducive to the establishment of the Bangladesh-China-India- Myanmar (BCIM) Economic Corridor that is now being discussed.

"Plus, it can help shape a critical economic circle to provide more vigour and dynamism to Asia and the whole world," it said.

"In addition, the political role of the new economic zone can not afford.

The article also referred to recent opening of a remote highway by China in Tibet close to Arunachal Pradesh border.

"The road, which took decades to complete, has provided the once isolated plateau with a gateway to the world," it said. PTI

Give some time

Dear Editor,

I am an avid reader of your esteemed daily. I have been reading it regularly since the day of its publication in our state. Your newspaper is a true mirror of our society, which reflects Political, Culture and Socio economic issues of the state.

However, I read an article heading "Unhealthy Road" published on 6th Nov. 2013 by some of college students and I do appreciate their concern and welcome their view. I am living in the Vivek Vihar locality for last two decade and I too have witnessed such unhealthy environment as mentioned in the article and would like to bring to light the following point with respect to the article.

Firstly it can be seen that the whole capital complex is facing the pollution problem and we cannot single out a particular locality. Perhaps everyone is equally worried including me but pointing at the councilors of the municipality at this time is not appropriate as the Itanagar Municipality is newly constituted and no actual power devolution has taken place till today. This situation is causing a lot of hardship for the all the councilors to perform their duties towards its public due to lack of manpower, fund and other amenities required to maintain and develop its ward.

The choice is yours

 Dear Editor,

This is in response to the letter published in your esteemed daily by Bhanu Riba and Onima Mize few days back regarding their dissatisfaction for not being chosen for the ACF post even after being from a deserving forestry background and having cleared all the selection procedures. Here I don’t want to get into this controversy about who was more deserving or who was not. Instead, I would like to drop few points why nobody should pursue Forestry Degree as their subject:

1. No preferences (forget about reservation) are given to Forestry graduates in Forest Dept., or in any other allied department for that matter

2. Forestry subject is not available in APPSC prelim examination.

3. There is no specialization (major/honor) in Forestry subject

4. Graduates from other depts. can apply in Forest dept. job, but we are not eligible to apply in their depts.

5. Most of the Forestry Graduates and Post Graduates are running from pillar to post to get absorbed in one or the other department.

So, I would like to appeal to all the innocent parents, guardians and young brother and sisters of Arunachal Pradesh to not to fall prey to this Forestry degree being offered by NERIST, Pasighat college or anywhere else in the world, as far as getting a decent job in our state is concerned. After all, what’s the use of graduation if it doesn't help much in getting a decent job? Though many Forestry graduates from NERIST have cracked prestigious Indian Forest Service (IFoS) exams, and my well wishes to them all, but unfortunately not everybody can become an IFoS officer. However, by saying this neither I have anything against the colleges/universities offering Forestry nor am discouraging the students who are presently pursuing Forestry. All I am saying is prevention is better than cure. It’s a tough and competitive world, tougher for the Forestry graduates.

Restart bus service

Dear Editor,

Through the column of your esteemed daily, I would like to put forward the demands and decision taken by "ALL ZIRO HAPOLI YOUTH ASSOCIATION" (AZHYA), with regard to the grievances of general public and student in particular, due to steep hike in "TEMPO FARE". It is to state that due to non availability of any other means of transportations, there is steep hike in "TEMPO FARE", which is the sole means of transportation for general public and student traveling to and fro between "ZIRO - HAPOLI". For a mere distance of 7km one has to pay Rs. 20 as tempo fare which is too high for poor public and student.

We demand to concern authorities for immediate, "Restart of APST Bus Service" for the convenience of the denizens of ZIRO-HAPOLI. It is our request to concerned authorities to fix the bus fare as Rs. 10/- for the general public and Rs. 5/- for the students.

We have submitted our appeal to local MLA, District administration, H.O.D'S, and all concerned authorities and particulars, so we expect for immediate action keeping in view the welfare of the denizens of ZIRO-HAPOLI as whole.

Shift the office at the earliest

Dear Editor,

Through the column of your esteemed daily I would like to highlight the various problems being faced by the people of Phassang circle in Kurung Kumey District for kind attention from the state Govt.

The Phassang circle was created in the year 2000 with its head quarter at Lungsa with the prime objectives to provide all round development and facilities to the people of the circle. But it has been gone in vain. After the creation of such circle office in a remote area in Kurung Kumey District, the Govt of Arunachal Pradesh had invested or sanctioned crores of Rupees for construction of circle office buildings, staffs quarters and also established other line departments, like PHED and RWD Sub-Divisions at Sango.

But most ironically all those office buildings, staff quarters are useless for the purpose of development and it has been become the residence of the domestic animals like Pig, Goat, Cow and Mithuns and house mice becoming the regular night Chowkidar of the said building and establishment. So, the root causes of these shameful acts are owing to non-shifting of circle office from Nyapin temporary functioning office to Lungsa at Phassang. So due to non-availability and non- functioning of circle office Phassang and its various staffs and various establishments at Lungsa the people of Phassang circle are facing lots of problems and inconvenience in various aspects.

It is also very sad that due to re-shuffling of more than 470 Teachers in Kurung Kumey district by DDSE Kurung Kumey, some of the sincere, dedicated and experience teachers who were rendering their best service in the various schools of the circle were suddenly transferred and posted in different schools of Kurung Kumey District where there is already huge numbers of teachers. So due to sudden transfer and posting of those teachers, the students of the various schools of the Phassang Circle are facing trouble in their studies. Therefore, on behalf of the people of Phassang circle, I would like to request the State Govt, and department of General Administration to issue directive for early shifting of circle office from temporary one to the permanent at Lungsa (Phassang) with all others departments also. It is also requested to DDSE Kurung Kumey to revoke the sudden transfer of teachers and kindly post them back in the same schools.

AFSPA should be withdrawn

The Centre has extended the cover of controversial Armed Forces (Special Powers) Act in Assam and border areas of Arunachal Pradesh and Meghalaya for a period of six more months with effect from November 4. The decision has been taken by the Home Ministry after considering the security situation in Assam, Arunachal Pradesh and Meghalaya. While AFSPA will cover entire Assam, it will be applicable up to 20 km from the borders of Arunachal Pradesh and Meghalaya where insurgent groups are active.

The people of North East state have been bitterly opposing imposition of AFSPA in the region. The poster lady for anti-AFSPA movement is Irom Sharmila Chanu also known as the "Iron Lady of Manipur."  Since 2nd November 2000, she has been on hunger strike to demand that the Indian government repeal the Armed Forces Special Powers Act, 1958(AFSPA), which she blames for violence in Manipur and other parts of northeast India. Having refused food and water for more than 500 weeks, she has been called "the world's longest hunger striker." In Arunachal people of insurgency infected districts like Tirap, Changlang and Longding have been facing brunt of this draconian law. Security forces are given undue power under this act. Misuse of AFSPA is being reported from both NE regions as well as from Kashmir. Its time govt of India should repeal this act to avoid further harassment of innocent citizens of north east and Kashmir.
